What changed for the class in Forever

Blizzard's panel recap frames this as new race and class combinations plus talent updates "designed to preserve the feel of the original game while opening new possibilities," and the clearest example for this class is the Undead Paladin, which gives the Horde a Paladin for the first time. Leveling build
A reasonable leveling build as of beta build 1.60.1.69893 mixes Retribution damage with a Holy safety net, since a solo Paladin needs to kill efficiently and heal between pulls without downtime. Improved Seals (Improved Seals, 3 ranks) raises the damage from your active Seal and Judgement, Pursuit of Justice (Pursuit of Justice, 2 ranks) adds movement speed for questing, and Healing Light (Healing Light, 3 ranks) makes your self-heals more efficient between fights. Divine Favor (Divine Favor, 1 rank) gives your next heal a guaranteed critical effect chance, which is worth a point once you're already committing to the Holy side of the tree for sustain.
Dungeon and raid builds
A healing build for group content takes the Holy column in full: talent #105333 (Healing Light) and talent #105329 (Illumination) for throughput and mana return, talent #110873 (Infusion of Light, 2 ranks) to speed up follow-up casts after a Holy Shock or Flash of Light crit, and the capstone talent #105320 (Light's Vigil) for a party-wide heal-or-damage tool with no cooldown on the follow-up Holy Shock.
A tanking build takes the Protection column: talent #105626 (Redoubt) and talent #110874 (Shield Specialization, 3 ranks, requires Redoubt) for block-related survivability and Mana return, talent #105627 (Reckoning, 5 ranks) for extra attacks after a block or crit taken, up to the capstone talent #105628 (Holy Shield), which the tree's own description calls out for generating 20% additional threat per block. The beta data does not indicate whether Holy or Protection performs better in current raid content, so this is a role choice rather than a proven ranking.
PvP build
Vindication (Vindication, 3 ranks) reduces a melee target's Attack Power on hit, which matters more against players than mobs, and Repentance (Repentance, 1 rank) is one of the tree's few hard crowd-control options against Humanoids. Pursuit of Justice (Pursuit of Justice) closes distance or disengages, and Sacred Duty (Sacred Duty) shortens the cooldown on your defensive cooldowns, which matters more in a fight with no respawn timer than it does against a dungeon boss. Crusade (Crusade, 2 ranks) adds a flat damage increase that stacks with the class's Undead and Demon damage bonus, worth noting for the matchups where it applies.
Rotation and priorities
Classic Paladin play, carried over from Classic Era, is built around maintaining a Seal and using Judgement on cooldown: Retribution keeps a Seal active, weaves in Judgement, and uses Consecration or Holy Wrath in AoE situations, filling white-damage swings between casts. Holy alternates Flash of Light for efficiency and Holy Light for throughput, watching Mana rather than a hard rotation. Protection stacks threat with Consecration and Holy Strike, then reacts to procs like Reckoning and Holy Shield's block-triggered damage.
What Forever changes: Holy Shock (Holy Shock) sits in the tree as a talent rather than a baseline spell, and it does double duty as damage or healing depending on target, which the beta data shows through its dual damage and healing values in the spell description. With hit and crit unified across melee and spell effects, a Retribution Paladin no longer needs to balance separate physical and spell hit caps from gear, simplifying the stat priority carried over from Classic itemization logic.
Best races for the class
The single biggest change to this class in Forever is the Undead Paladin, one of the six new race and class combinations Blizzard announced for the expansion and the Horde's first access to the Paladin class. On the Alliance side, Human and Dwarf remain the class's original options.
