It is present in the local game data as Ruins of Lordaeron as of beta build 1.60.1.69893, though its boss roster has not been imported yet.

Warcraft Tavern lists Ruins of Lordaeron at levels 15-20, naturally positioned as a Horde-side dungeon since Forsaken characters have direct story reasons to fight through the ruins of their own former capital. Warcraft Wiki's entry on the location — which predates this dungeon and covers the site's long history from Warcraft III through Shadowlands — describes the Ruins of Lordaeron as sitting in southern Tirisfal Glades, above the entrance to Undercity, and currently governed in the wider game by the Forsaken's Desolate Council. The dungeon reuses this same real-world location and its Scourge-infested backdrop, according to both Blizzard's recap and Warcraft Tavern's reporting, rather than inventing a new map.
How to get there
The entrance sits in Tirisfal Glades Tirisfal Glades, directly above Ruins of Lordaeron, the instanced ruins layer that the local build already tracks as a separate zone record from the open Tirisfal Glades map. Warcraft Tavern notes that the dungeon is comfortably reachable for Horde characters, most of whom start in or near Tirisfal Glades or the Forsaken starting zones, while Alliance players face what the site calls a "difficult journey" to reach it — consistent with Tirisfal Glades being deep in traditionally Horde-controlled territory. Blizzard has not published an exact instance portal location within the ruins as of this beta build.
Forsaken characters in particular have an easy trip: Tirisfal Glades is their starting zone, and Undercity, directly below the ruins, has been the Forsaken capital since the original game. Other Horde races will need to fly into Undercity or Tirisfal Glades first, most commonly through the Horde flight network out of the Eastern Kingdoms. For Alliance groups willing to make the trip, the practical route is flying into a neutral or contested Eastern Kingdoms hub and riding in, since no Alliance-side shortcut into the ruins exists as of this beta build.
